Acceptable Use & Fair Use Policy
The rules that keep Halo's network fast, secure, and available for everyone: what the service may be used for, what it may not, and how we manage network traffic.
§1Overview & acceptance
This Acceptable Use & Fair Use Policy (the “Policy”) applies to all wireless voice, text, and data services (the “Services”) provided by Block Apps LLC (“Halo,” “we,” “us,” or “our”). It is part of, and incorporated into, our Terms of Service. By activating or using the Services, you agree to this Policy. Capitalized terms not defined here have the meanings given in the Terms of Service.
§2Permitted use
The Services are designed and sold for personal, individual, consumer use on a compatible mobile device. Permitted uses include voice calls, text and multimedia messaging, web browsing, streaming, personal hotspot and tethering, and the use of ordinary consumer applications on a smartphone or tablet.
§3Prohibited uses
You may not use the Services to:
- Violate any applicable law or regulation, or infringe the rights of any person, including intellectual-property and privacy rights;
- Send unsolicited or unlawful communications, including spam, phishing, or marketing messages and robocalls that violate the Telephone Consumer Protection Act (TCPA), the CAN-SPAM Act, or FCC robocall and caller-ID spoofing rules (Truth in Caller ID Act);
- Harass, threaten, defraud, stalk, or otherwise harm any person, or impersonate any person or entity;
- Resell, remarket, or commercially redistribute the Services, or use them for commercial trunking, call centers, telemarketing, autodialing, continuous unattended calling, SIM boxes / GSM gateways, or machine-to-machine applications other than ordinary consumer device use;
- Interfere with, disrupt, or degrade the network or other users' service, including by distributing malware, conducting denial-of-service attacks, or attempting to gain unauthorized access to any system or account;
- Tamper with, clone, or modify any SIM, eSIM profile, device identifier, or network configuration to misrepresent your identity or usage, or to circumvent this Policy or any usage threshold.
§4Fair use of unlimited services
“Unlimited” talk, text, and data are provided for normal, personal consumer use. Usage patterns that are inconsistent with typical individual consumer behavior — for example, continuous unattended streaming or calling, sustained use as a dedicated fixed-broadband or server connection, abnormal messaging volumes, or usage consistent with the prohibited activities in §3 — are not considered fair use and may result in the network management measures described in §5 or the enforcement actions described in §7.
§5Network management
We work to deliver fast, consistent service to every customer. To protect the network experience for all users, the following practices apply:
- Deprioritization. After a monthly high-usage threshold on a line, that line's data traffic may be temporarily deprioritized relative to other traffic during periods of network congestion. This can result in slower speeds until congestion passes; it is not a permanent speed cap, and unlimited data remains available.
- MVNO priority. Halo is a mobile virtual network operator (MVNO). Traffic on the underlying national carrier network may be deprioritized relative to that carrier's own postpaid traffic during congestion.
- Security management. We may block or filter traffic that presents a security risk to the network or to customers, such as malware distribution, spoofed traffic, or denial-of-service activity.

§6International roaming fair use
International roaming is included for temporary travel use. Roaming data is subject to a daily allotment at full speed, after which roaming speeds are reduced for the remainder of the day. The Services must be primarily used on the domestic (U.S.) network; extended or permanent roaming use may result in the enforcement actions described in §7.
§7Enforcement
Violations of this Policy may result in, at our reasonable discretion and where practicable with notice: a request to modify your usage, temporary speed reductions or feature restrictions, suspension, or termination of the Services in accordance with the Terms of Service. We may suspend service immediately and without notice where required by law or to protect the network, other customers, or the public (for example, in cases of fraud, unlawful robocalling, or network attack). We cooperate with law enforcement as described in our Law Enforcement Guidelines and Privacy Policy.
§8Changes to this policy
We may update this Policy from time to time. Material changes will be posted on this page with an updated “last updated” date, and where required by law we will provide additional notice. Continued use of the Services after a change takes effect constitutes acceptance of the revised Policy.
